Attract talent

The growth of Norwegian startups and scaleups is dependent on access to people who are highly skilled and know how to build and scale a tech company. Competencies within IT, tech and the STEM disciplines are sought after, and Norway needs to better position ourselves as a destination for highly skilled people around the world.

Scaleups are international companies, who need access to the best in their respective fields. If Norway manages to become a talent magnet, it will have a series of fortunate side effects, with potential future investors, industry experts and ambassadors.

Our principles for policy

  • Norway will be an attractive destination for experts within technology and international growth

  • Access to top-notch-talent will be a competitive advantage for Norwegian startups

NAST policy suggestions to attract talent

Make Norway the winner of the competition for talents

  • Remove exit tax on expats living in Norway <10 years

  • Exclude foreign pension savings from assets subjected to tax at exit

  • Introduce a lower income tax for highly skilled experts and scientists (same as they have in Denmark and Sweden)

  • Make it easier to include international citizens in Norwegian option schemes

  • Competence, Tech, Founder and Investor visa to attract international experts

Introduce incentives to attract talents to Norway

Establish incentive programs for knowledge workers and international founders who want to establish in Norway. For example, the City of Oslo’s “Kompetansespor”, which reduced integration processes with months, should be implemented nation wide.

Increase the number of students who choose entrepreneurship and technology

  • Integrate entrepreneurship in the curriculum

  • Increase the number of studies and resources available for IT disciplines
